Data protection and sleep hotfixes

We strengthened protection for persistent data and fixed sleep behavior for apps with volumes. Apps no longer restart repeatedly because of a conflict with their sleep configuration. Turning sleep off now preserves your choice, instead of letting the workspace's default policy turn it back on.
